LONDON (Reuters) – U.N. Security Council President Ban Ki-moon signed a report on Syria today pledging to use all possible means to crush the rebels who have seized the northern Syrian city of Palmyra since February.

Tensions between rebels and government forces have worsened since Russia launched its airstrikes against rebels who are fighting the western-backed government in Aleppo in 2013, and Assad and Western allies have come under increasing U.S. pressure to take military action against those forces.

UN special envoy Strobe Talbott said the report from Security Council President Ban Ki-moon could mark a «new chapter in the conflict in Syria».

The Syrian leader said he welcomed reports from diplomats in Washington and Moscow that Assad was «convinced» the war would halt and that it would be a «horrific success on its face».
